When it's time to relocate, the School Liaison is here to help the transition go as smoothly as possible for your children. With Navy families moving every three years on average, a student can attend up to nine different schools by graduation. Our School Liaison (SL) helps families with children in Kindergarten through 12th grade and assists with everything from school registration and homeschool support, to meeting graduation requirements. Getting in contact with the School Liaison as soon as possible will eliminate much of the guesswork for you as a parent.
What is a School Liaison?
School Liaisons are located at each installation and are the main contact for miltiary families, local school systems, and installation leadership for school-related matters K through 12th grade. School Liaisons are experienced professionals who support, advise, and build partnerships with the civilian and military community to help address common education challenges of military families.
Who is eligible for School Liaison support?
School Liaison Program support is open to all DoW ID cardholders, educators who service military students and community partners involved with K-12 education. Support is available to all uniformed services, including National Guard and reserves, those in geographically separated units, the Commissioned Corps of the U.S. Public Health Service and the uniformed members of the National Oceanic and Atmospheric Administration.
What types of support do School Liaisons offer?
School Liaisons offer a wide variety of support to ensure the best possible education for military-connected students.
Services include:
- Transition support - including assistance with local school options, transfer of credits, youth sponsorship referrals, and more
- Nontraditional schooling options, including home-schooling
- Special education support and referrals
- Deployment support
- College, career, and military readiness
- Parent and educator workshops
- Military Interstate Children's Compact Commission, or MIC3, compliance

There are many private school options in Saratoga Springs and surrounding areas. A google search will pull up a variety of options in the area.
Home School Information
Parents who are interested in home schooling their children while in New York are required to provide written notification to the school district superintendent of the residential area where they reside. This intent must be provided by July 1st for the upcoming school year. The school year is recognized in New York as beginning July 1st and ending June 30th. Exceptional Family Member Program (EFMP)
Enrollment in the Exceptional Family Member Program (EFMP) provides military families with special needs consideration during the assignment process and access to support services to help navigate the medical and educational system.
The Exceptional Family Member Program has three components:
- Identification and enrollment of a family member with special medical or educational needs
- Assignment coordination to determine the availability of services at the projected duty station
- Support to help families identify and access programs and services
EFMP enrollment is mandatory and required for family members with special medical or educational needs; including spouses, children and dependent adults who:
- Require special medical services for a chronic condition such as asthma, attention deficit disorder, diabetes, multiple sclerosis, etc.
- Receive ongoing services from a medical specialist
- Have significant behavioral health concerns
- Receive early intervention or special education services through an individualized education program or individualized family service plan
Through the EFMP family support office, families can receive assistance with navigating military and community support systems. EFMP coordinators can assist service and family members with the enrollment process. Families can enroll by obtaining paperwork from the EFMP medical point of contact at their local military treatment facility. The forms for enrollment are:
Special Ed Connection, a free web-based resource available to Navy families, provides resources and tools that enable families to better understand special education requirements and available services.
Military OneSource offers assistance to families with special needs family members.
Youth Sponsorship
The Youth Sponsorship program is designed to assist young people in making the transition from one installation to another successfully. It is our goal to help incoming youth adjust and get connected with a youth sponsor at the installation. Youth Sponsors will provide information about area schools, attractions and the surrounding community. Local schools promote Youth Sponsorship through individual programs such as a Buddy System, Ambassadors, etc... Programs are offered through classroom teachers in primary grades and the Guidance Counselors in intermediate and secondary levels. Local Child & Youth and MWR programs offer family events to encourage military family unity and to come together to interact throughout the year. Extracurricular activities such as, Seasonal festivals, Month of the Military Child events, Kid’s Fun Run & Back to School event, Trick or Treating and the Children’s New Year’s Eve party are some highlights of our year.
